The NHT Performance Management Framework (PMF) is a practical, sector-developed tool designed to help local highway authorities measure and manage the performance of their highway services. It provides a clear structure for tracking performance at strategic, tactical, and operational levels, and supports evidence-based decision-making

PMF includes over 150 performance indicators across nine key asset types and five service themes. It enables authorities to monitor progress, identify areas for improvement, and align service delivery with corporate priorities and resident expectations

Integrated with the NHT Public Satisfaction Survey and fully aligned with DfT Incentive Fund requirements, the PMF offers both internal performance insight and external benchmarking through the CQC Efficiency Network.

Access to the PMF, along with supporting tools and benchmarking services, is included as part of CQC Efficiency Network membership.

Performance benchmarking across assets and management

The NHT PMF measures how the Council’s Highways and Transportation Services are performing, against a range of indicators

Reporting

The performance measures in the framework are positioned in a measurement hierarchy to allow aggregation of performance at any level and an overall assessment of performance at each level: Corporate Goals, Asset Type, Management Level etc.

Measures

A standard set of national measures across 9 Asset Types: Carriageways, Footways, Cycleways, Rights of Way, Drainage, Green Infrastructures, ITS Infrastructures, Street lighting and Structures.

Benchmarking

As part of an authorities CQC Membership they have access to the national set of annual measures. This allows authorities to benchmark their own performance against all other network members, nationally, regionally, in their peer group or alliance.
