- Overall stability: 2025 marks the first upturn in overall satisfaction since 2020, suggesting a levelling off following pandemic-period declines.
- Road maintenance remains the weakest area, though there are early signs of improvement in perceptions of repair activity.
- The highest satisfaction of the survey is with the Public Transport Indicators
- Communication remains an issue, especially around roadworks and repairs.
- EV charging infrastructure continues to improve, indicating progress towards supporting low-carbon transport.
- Variation between authorities remains wide, demonstrating potential for improvement through benchmarking and sharing best practice.
CQC Key Insights
- Member authorities have delivered cost savings of £98.2 million in 2024/25 compared with the costs they would have incurred without the improvements made since 2013/14.
- The cumulative performance improvements across the membership since 2013/14 have reached £1.53 billion in real-terms
- Overall maintenance costs are 89% of what they would have been had sector not improved practice.
- 85 out of 91 member authorities have shown overall performance improvement since 2013/14, with only six recording deterioration, demonstrating widespread progress.
- The most significant improvements were achieved between 2013/14 and 2019/20, but current results show the sector is maintaining performance levels despite inflationary and operational pressures.
